The U.S. Environmental Protection Agency (EPA) and the U.S. Department of Justice announced that Dover Chemical Corporation has agreed to pay $1.4 million in civil penalties for the unauthorized manufacture of chemical substances at facilities in Dover, Ohio and Hammond, Ind.

Hyundai Oilbank said Tuesday it will jump into the lubricant base oil business by establishing a joint venture with Shell Petroleum Co. next month. With plans to start production in the latter half of 2014, the joint venture, named Hyundai and Shell Base Oil Co., will break ground on a factory in October.
 

Reuters is reporting that U.S. metalworking fluid producer Houghton International Inc. has recently reduced its reported debt and nondebt liabilities, resulting in improved recovery prospects on its senior secured credit facilities.
