TSCA - Part 747: Metalworking Fluids:

LAW MONTH at Metalworking Fluid Magazine continues.  TSCA (Toxic Substance Control Act) part 747 is directed to specific use requirements of toxic chemical substances in metalworking fluids.  Here are a few key things to note.  Any person who manufactures, imports, processes, distributes in commerce, or uses a metalworking fluid, or a product which could be used in or as a metalworking fluid, which includes as one of its components P-84–529, is prohibited from adding any nitrosating agent.  Nitrosating agent means any substance that has the potential to transfer a nitrosyl group (—NO) to a primary, secondary, or tertiary amine to form the corresponding nitrosamine.  Failure to comply with any provision of this section is a violation of section 15 of the Act [15 U.S.C. 2614 and Violators may be subject to the civil and criminal penalties in section 16 of the Act [15 U.S.C. 2615] for each violation.  Get your chemist to review this, because I know I don't understand it at all, except for the penalties part.
